Add the oil to a deep-sided frying pan and fry the onions and garlic until soft on low to medium heat.
Add the mixed herbs and beef mince and turn up the heat. Fry the mince using a wooden spoon to break up any big lumps and until it turns brown.
Add the flour and stir for 1 minute. Add the tomato puree, stock and Worcestershire sauce. Bring to a boil, then simmer for 15 minutes with a stir in between. Add the frozen veg and cook for another 10 minutes. If you using fresh vegetables, cook until the vegetables are soft. Season with salt and pepper.
Serve with roast or mashed potatoes or just as it is.
